Change Practitioner / IT Target Operating Model Consultant (Bilingual – English/Japanese)

Overview:

We are seeking a bilingual (English/Japanese) IT consultant to support the definition and implementation of a high-level Target Operating Model (TOM). This role is critical in shaping the future-state IT operations by aligning processes, technology, and organizational structure with strategic objectives across APAC.

Key Responsibilities:

• Lead the development of a high-level IT Target Operating Model from the perspectives of process, technology, and people.

• Facilitate workshops and discussions with stakeholders in both English and Japanese to gather requirements and align on TOM design.

• Analyze the current (As-Is) IT operating model and identify gaps and improvement opportunities.

• Define the future (To-Be) state operating model, including roles and responsibilities, governance structure, and service delivery approach.

• Collaborate with teams to develop guiding principles, transition plans, and program governance frameworks.

• Support the creation of project documentation, communication materials, and stakeholder briefings in both languages.

• Ensure alignment with APAC IT strategy and industry best practices.

Qualification:

• Bachelor’s Degree

• Native-level proficiency in Japanese and business-level proficiency in English.

• Proven experience in IT operating model design, IT strategy, or transformation projects.

• Strong facilitation and communication skills with multicultural and multilingual teams.

• Familiarity with financial services or banking IT operations is preferred.

• Experience working in a consulting or project-based environment is a plus.
